Stephanie Gilloud, co director of Project South, explains the convention of states. For a stated reason (in this case budgeting), states can call for a convention of states to make amendments and changes to the constitution. They need 34, and currently have 32. Gilloud explains the exact fallout if the convention were to take place, because once the constitution is open for budgeting changes, it’s open for all changes.
